Administrative Services

The Secretariat of each School is in charge of providing administrative and secretarial support to the School’s overall educational activities. It is mainly responsible for the following:

• Handling mail, keeping a register and records, keeping minutes at meetings held by the Dean’s Office and/or the General Assembly and the Dean’s Office;
• Ensure the assembly of the School’s General Assembly;
• Enforce decisions taken at the meetings of the Dean’s Office and the General Assembly;
• Pre-edit the Departments’ proposals related to various requests as defined by law, before those proposals are introduced to the meetings of the above mentioned collegiate bodies;
• Ensure the proper function and coordination of the Departments’ Secretariats on the School’s common affairs;
• Address any other issue that falls within the School’s competence.

The Secretariat of each academic Department is in charge of providing administrative and secretarial support to the Department’s overall educational activities. It is mainly responsible for the following:

• Ensure the function and secretarial support of the Department’s collegiate bodies (General Assembly and Board of Directors);
• Promote the publication of vacancies, election and development of academic and research staff, and the publication of vacancies, recruitment and development of other Department staff;
• Promote and address any matters related to the organization and operation of Postgraduate and research programmes;
• Follow the procedures to grant doctoral dissertations and keeping record thereof; Address any financial issues related to the Department;
• Ensure the preparation and promotion of the Study Programme to Management, keep track of the timetable and exams;
• Ensure communication of the Study Guide publication details;
• Forward the procedures for the organization and realization of student trips;
• Ensure distribution of course books to students;
• Address any issues pertaining to student registration, transfers and entry exams;
• Prepare exam participation lists, update student registers and announce grades;
• Follow the procedures for student graduation ceremonies;
• Grant degrees and any other certificate or attestations;
• Keep the Department’s register and records, handle mail, type and copy documents and forms;
• Have the Head or Head’s lawful deputy certify the accuracy of copies or photocopies of any document, upon comparison to the original document or exact copy shown;
• Authenticate the signature of staff and citizens.

The Publications Division (Printing Office) is in charge of following the required procedures to publish books and any other scientific or non-scientific publications printed by the University. It is mainly responsible for the following:

• Processing, editing of illustrations, tables, covers, printing, paginating and binding course books – resources and texts – doctoral dissertations – scientific works and any type of printed material as per the University’s needs;
• Selling any type of printed material published by the university to bookshops and third parties;
• Keeping an archive of books and any type of printed material published by the Department.

The Farm Exploitation Division reports to the Directorate of Technical Services (by decision of the Rector’s Council) and is responsible for managing and exploiting the university’s farm. It is mainly responsible for the following:

• Preparing the annual general farm exploitation plan;
• Preparing the farm budget;
• Supervising farm work (sowing, fertilizing, sprinkling, irrigation, pruning and any kind of farm work);
• Ensuring reforestation of the farm’s mountainous and hill areas;
• Ensuring the procurement of any consumable material (fruit trees, forest trees, ornamental trees, bushes, support stakes, fertilizers, seeds, etc.); the scheduling and procurement of agricultural machinery, drills, automatic irrigation equipment and any type of farming tools;
• Preparing projects for the development and preservation of green spaces at the university campus.

The incorporation of the University of Ioannina’s internal body entitled the Rector’s Council of the University of Ioannina, was decided by our University’s Senate at its meeting 994/3/26-4-2013 and the relevant Rector’s act 13065/14-5-2013 was published in the Official Government Gazette 1464/18-6-2013 B.

The Rector’s Council consists of the Rector and the Vice Rectors. The Council’s meetings are attended by the University Secretary-Head Secretary, as rapporteur without a vote on administrative, financial, technical and administrative staff issues. If the University Secretary is absent or prevented from attending, he/she shall be replaced by the relevant deputy director. In the event of a tie, the Rector shall have the casting vote.

The Rector’s Council is responsible for exercising all powers provided by articles 5 (Organization) and 6 (internal operating regulations) (under Law 4009/2011 OGG A 195/6-9-2011, related to the University’s organizational structure and operation, and to its procedures, as described in detail in the above articles, which may not be exercised until publication, as required by these articles, of a Presidential Decree on the University’s organization and a decision of the University’s Council on the internal operating regulations and provided that such exercise of powers has not been conferred upon other collegiate bodies of our University.

It also has the power to decide on and approve matters pertaining to technical works and procurement of the University of Ioannina.

The Rector’s Secretariat is in charge of any activities that support the work of the Rector’s office. In particular, main responsibilities include:

• Secretarial and administrative support to the Rector and Vice Rectors;
• Keeping the Office’s online Register and Archive;
• Preparatory procedures for the digital signing of documents by the Rector;
• Monitoring and handling correspondence (hardcopy and soft copy) and scheduling the Rector’s meetings, visits and contacts with organizations;
• Supporting the Rector’s proposals and the work done by the University’s Committees;
• Forwarding the University’s Budget with any amendments thereto, and its Financial Results to the Council;
• Editing announcements and press releases from the Rector’s office and coordinating press conferences.

The Head Secretary:

1. Is in charge of supervising and coordinating the University’s administrative, financial and technical services, and is responsible for their proper function, subject to the applicable laws;
2. Attends the Senate without a vote;
3. Ensures the enforcement of decisions made by the Rector’s Council and the Senate, and observance of the internal operating regulations;
4. Keeps minutes of the Senate meetings;

Exercises any powers that may be conferred upon him/her by the University’s other administrative bodies subject to the applicable laws, the Organization and the University’s Internal Operating Regulations.

Centre for the Study of the Hellenic Language and Culture (HeLaS)

The main mission of HeLaS is to promote Greek traditions (particularly the local traditions) and to encourage familiarity with the traditions of other countries through teaching and promoting the Greek language and culture. In addition, HeLaS aims to meet educational/research needs related to the development and promotion of Greek culture, both in Greece and abroad. For this reason, HeLaS organizes activities which aim to:

• spread the Greek language and culture and its timeless values;
• encourage intercultural contact of people, showing respect to peoples’ heterogeneity and diversity;
• strengthen and preserve ties with the Greek Diaspora;
• strengthen and enrich teaching practices through psycho-pedagogical, teaching and linguistic seminars for Greek as a foreign language;
• organize meetings and conferences focusing on teaching the Greek language and culture;
• develop teaching material and linguistic manuals for teaching Greek as a second/foreign language;
• run branches of the Centre which aim to teach Greek as a second/foreign language in other regions of Epirus, following the approval of the University of Ioannina Senate and in collaboration with the local authorities.

Lifelong Learning Centre (KEDIVIM)

The Lifelong Learning Centre (KEDIVIM) of the University of Ioannina operates as part of the “Stavros Niarchos” International Centre of Hellenic Culture and Vocational Training (ICHCVT). It carries out continuing education and training programmes both by physical presence and through e-learning.

Accreditation – Distinctions
The KEDIVIM has been certified for its structure and services by the National Organization for the Certification of Qualifications & Vocational Guidance (EOPPEP).

In 2012, the Centre was awarded by the State Scholarships Foundation (IKY) and in 2015 its activities were incorporated in the Academic and Research Excellence Initiative for Higher Education in Greece launched by the Ministry of Education. The KEDIVIM programmes have been distinguished as examples of good practices both at national and European level, by the European Commission.

The Employment & Career Centre (DASTA) is a dynamic department of the University with an outgoing, people-oriented culture. Its purpose is to provide career services to our University’s students and graduates and connect them with the business world.

The purpose of our University’s Quality Assurance Unit (MODIP) is to plan and develop an Integrated Quality System for the University, in order to meet its current and future needs while complying to the requirements of Greek legislation on Higher Education Institution evaluation (Law 3374/2005). These requirements are related to the coordination and support of our University’s evaluation procedures, based on criteria/objectives laid out by the Hellenic Quality Assurance and Accreditation Agency (HQA).

In 1997, the University of Ioannina (UoI) established a Network Operation Centre (NOC) to provide University users uninterrupted and high-speed connection both to our intranet and to Greek and international voice and data networks. NOC ensures continuous upgrading and modernization of its infrastructure, quick integration of modern know-how and constantly-developing technology into its infrastructure. Its purposes include using cutting-edge technology in education, research, and administration, and modernizing our University’s computerized systems, working with relevant offices and Divisions.

The UoI Counselling Centre was established in 1988, but operates on a regular basis since 1996. It is a counselling structure that offers services to undergraduate and postgraduate students, free of charge, throughout the academic year. Its staff consists of two professional psychologists, who work according to the Psychologists’ code of conduct, in order to help students deal with their problems more efficiently. These problems could relate to personal or relationship issues and/or adaptation to University environment, and daily concerns, or even more complex mental health issues. Our psychologists try to help students identify and understand the difficulties that they express, in a supportive rather than judgmental manner, and to discover more functional ways of coping with these problems. At the same time, relevant research is carried out for our counselling activities to meet the students’ specific needs.
